Paypal’s making too many problems for indian's to use Paypal

Today many paypal users got an email from paypal stated the following change they made.
In compliance with Indian regulations, if you are selling products and services to customers globally, please review the following important information:

• Any proceeds or earnings received into your PayPal account from the export of goods and services should be withdrawn to your bank account within 30 days.

• While making the withdrawal please make sure you select the purpose code that best fits your business.

• Any proceeds or earnings received into your PayPal account from the export of goods and services may only be withdrawn to your bank account in India. This received amount cannot be reused for making purchases.

• If you would like to make purchases on any website that accepts PayPal, you can continue to use any credit card issued by a bank in India.

The reserve bank of india and the PayPal are keep on hitting indian paypal user with lot of regulations. from the able regulation change they have clearly stated that Indian PayPal user are not allow to keep their money in paypal account for more than one month ie 30 days and they are not allows to use the PayPal account balance to pay for any purchase of product such as hosting bill, domain renew process etc. And this is very bad move by PayPal and Indian government, forcing indian users to follow the rule which is unethical way. The indian government need to tax all the amount which is earned by them. Moreover, PayPal user are not allowed to withdraw the amount to their credit card. The option is removed from the paypal system.
